Generate a PDF table of contents

Create a table of contents page with dot leaders and page numbers from a list of titles, then download it on its own or have it inserted automatically at the front of an existing PDF.

Example:
Without a file, the tool generates a standalone table of contents page for you to insert yourself. With a file, the table of contents is added as the first page and the page numbers you enter (relative to your original document) are automatically shifted.

How it works

Each "Title => page" line becomes an entry in the table of contents, with dot leaders that automatically link the title to the page number, like a classic printed contents page. If you provide an existing PDF, the table of contents page or pages are inserted before the rest of the document and the displayed numbers are adjusted to match their actual position in the final file.

Is this table of contents clickable like PDF bookmarks?

No, it is a printed text page, not an interactive navigation panel. For clickable links in the PDF reader's side panel, use this site's "Generate PDF bookmarks" tool instead, which creates real bookmarks from the same title/page list.

How are page numbers calculated if I insert the table of contents into my PDF?

Enter the page numbers as they exist in your original document (before the table of contents is added). The tool automatically adds the number of contents pages it generates so that the correct final number is displayed, since those pages are inserted at the front of the document.

100% local processing: layout and any merging with your PDF happen entirely in your browser, with no transfer to a server.
