Can the person scanning edit the message?

Yes, the prefilled message stays fully editable before sending: it's a convenient starting point (for example "Hello, I'm contacting you about...") rather than fixed text, which makes getting in touch easier without making it automatic.

Does this format work on iPhone and Android?

The SMSTO: prefix is natively recognized by the iOS camera app and by most Android QR code readers, which then offer to open the messaging app directly with the fields prefilled.
